REPLACEMENT OF THE SIGNALLING/INTERLOCKING DEVICE IN THE RAILWAY STATION PODGORICA

 

 

Railway Infrastructure of Montenegro JSC - Podgorica (RIoM)/ Željeznička Infrastruktura Crne Gore AD - Podgorica (ŽICG), hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Investment Bank (the Bank) towards the cost of Rehabilitation of the Vrbnica-Bar railway line in Montenegro along the Main Belgrade-Bar Railway (SEETO Rail Route 4) (Prior Information Notice: 2015/S 168-305816)..

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Replacement of the Signalling/Interlocking Device in the railway station Podgorica.

Works will include: Complete replacement of the existing station relay interlocking device with electronic interlocking device, complete replacement of all field elements of the signalling system (signals, point machines, axle counters instead of track circuits, level crossing devices); complete replacement of existing cable network for signalling devices; adjustments of existing interstation dependence lock devices (towards stations Bioče, Spuž, Golubovci and Tuzi); installation of new power supply device (fed from public distribution network and Overhead Contact Line - OCL). The contract will be implemented as per FIDIC Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer, (Red Book), First Edition 1999.

Time for completion: 24 months (12 months for works plus 12 months for Defects Notification Period – DNP).

Alternative Tenders (Variants) shall not be permitted.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria (Note: Qualification criteria and submission of proof are described in more details in the tender documents):

Economic and financial capacity of candidate:

  • Minimum average annual turnover for construction works in the past 3 financial years cannot be lower than EUR 12 million.
  • Access to lines of credit or any other credit facilities of not less than EUR 2 million.

Technical and professional capacity of candidate:

  • At least 2 contracts completed (similar to the proposed works) within the last five years, each with a value of at least EUR 5 million (NET of VAT).

Tenderer’s Key Personnel (Principal Site Manager, Assistant of the Site Manager for signalling works,  Assistant of the Site Manager for power supply works, Principal Design Manager, Quality Assurance Manager, Tester in Charge, Responsible Expert for Closure Line) with appropriate qualifications, skills and experience (defined in the tender document).

Availability of the suitable equipment for the proposed contract (defined in the tender document).

A Pre-Tender meeting and a Site Visit will be organised on 4 May 2017 (more detailed in the tender document).

Instructions for downloading the electronic version of the tender documents from the ŽICG website (http://www.zicg.me/) will be provided to the applicants.

All tenders must be accompanied by a tender security of EUR 120,000.

 

Tenders must be delivered to the office at the address below on or before 12:00-noon CET (Central European Time = Podgorica Time) on 31 May 2017 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

 

The Employer shall award the Contract to the tenderer whose offer has been determined to be the lowest evaluated Tender and is substantially responsive to the Tender Document, provided further that the tenderer is determined to be qualified to perform the Contract satisfactorily.
